Abstract
This paper examines the relationship between Goguryeo and Silla in the mid- 5th century, based on the content of the Chungju Goguryeo Stele. According to the inscription, the stele is divided into records from May and December of the year 449. In May, a ceremonial event took place in which the King of Goguryeo presented clothing to the King of Silla (referred to as “Maegeum”) and his retainers, who are described as “multitude of people” (衆人). This act symbolized the King of Goguryeo’s intention to assert his influence not only over the Silla monarch but also over the ruling class under him. The fact that this ceremony was held in Chungju suggests that Goguryeo aimed to solidify its relationship with Silla by pushing Baekje out of the Namhan River basin. After relocating its capital to Pyongyang in 427, Goguryeo actively expanded into the Namhan River area, strengthening its influence by acknowledging the authority of local rulers. Therefore, it is unlikely that Goguryeo’s control over the region was fully established around 449 when the stele was erected. As such, Chungju, a strategic point and a border area between the two kingdoms, served as a significant site to reaffirm their relations. The term “Nogaegin” (奴客人) mentioned in the May entry likely refers to local rulers in the Namhan River region, who also pledged their loyalty to the King of Goguryeo through the bestowal of clothing. Meanwhile, the December entry records Goguryeo’s activities within Silla territory based on the earlier ceremony. At the time, Goguryeo officials were recruiting labor and resources from within Silla. This situation is unusual, as it meant that a foreign power was organizing labor mobilization—essentially a form of taxation—within another kingdom’ s territory. Silla was still exerting its authority through local ruling groups, and their ooperation was essential to regional governance. Thus, the Goguryeo mobilization of labor and resources in Ubeol Fortress, considered to be within Silla territory, suggests that Goguryeo had succeeded in co-opting the local ruling class. From these points, it can be concluded that in the mid-5th century, Goguryeo’s policy toward Silla was aimed at pressuring the central government of Silla by co-opting local powers. In addition to directly intervening in Silla’s royal succession, Goguryeo sought to weaken the central authority from the periphery, thereby shifting the balance of the Three Kingdoms rivalry in its favor.
