초록

본 연구는 미국의 RMF(Risk Management Framework)가 한국군에 전이되어제도화된 K-RMF(Korean Risk Management Framework)의 정착 과정을정책전이(Policy Transfer)와 제도적 적합성(Institutional Fit) 관점에서 분석하였다.

Abstract

This study examines the institutionalization of the Korean Risk Management Framework (K-RMF), derived from the U.S. RMF, through the lenses of Policy Transfer and Institutional Fit. Using the 3-Fit framework—structural, functional, and cultural/cognitive—the study evaluates K-RMF’s formal alignment and practical implementation. The results indicate that while K-RMF has established formal procedures, gaps remain in practice due to overlapping responsibilities, limited technical integration, and a compliance-oriented culture. To address these issues, the study proposes improvement strategies focusing on global alignment, operational efficiency, and autonomous risk management culture. Key measures include data standardization, automation tools, and the adoption of Continuous Authorization (cATO) and Information Security Continuous Monitoring (ISCM) systems. These improvements aim to shift K-RMF from a static, procedural framework to a data-driven, adaptive risk management system, providing both theoretical and policy insights for advancing defense cybersecurity governance in Korea.
