Abstract
In this paper, we propose a new lattice-based cryptographic scheme that remains secure even in a quantum computing environment. To this end, we first analyze the advantage of an adversary in the Fujisaki-Okamoto (FO) transformation from CPA(chosen plaintext attack)-secure PKE(public key encryption) to CCA(chosen ciphertext attack)-secure KEM(key encapsulation mechanism) in the quantum random oracle model (QROM). Based on the results of this analysis, we compute appropriate parameter values that take into account the advantage of a CCA adversary. Reflecting these computations, we design CAKAR, a cryptographic scheme consisting of a CPA-secure PKE and a CCA-secure KEM based on the Module Learning With Errors (MLWE) problem
