Abstract

The purpose of this study is to verify the effects of several social and psychological factors on individual taxpayers' conformance based on research model by using structural equation model. The research model seeks to verify whether social norms affect individual norms and, if so, how the effects serve as intermediaries in the recognition of taxpayer fairness and the taxpayer's intention to comply with taxes. The results of the empirical analysis using the survey method are summarized as follows. Firstly, it has been shown that social norms directly affect personal norms. Therefore, it can be seen that the social norms for tax compliance have a significant impact on an individual's tax compliance, and serve to raise the individual's sense of tax compliance. Secondly, it was shown that there was a close relationship between personal norms, perceptions of fairness and tax compliance. The moral standards of the taxpayer and the personal norms, which are expectation of action, affect the recognition of fairness in the tax system. And the recognition of fairness has consequently been shown to affect the intention of tax compliance. In addition, it can be inferred that the perception of fairness in the tax system is closely related to the government's trust in tax policies. These results have the following implications. Individual trust and the recognition of fairness in the government's tax policies are expected to affect compliance. Therefore, in order to increase taxpayers' compliance with taxes, the government needs to make more efforts to raise taxpayers' awareness of fairness in the government's tax system, and to secure the trust individuals toward the government. Finally, the government needs to make efforts to increase taxpayers' compliance through various efforts, such as improving the trust in the tax system and the fairness of the tax system. By doing so, it will be able to bring about higher benefits at a much lower cost than other tax compliance programs, such as tax audits.
