문화주도형 도시재생 전략 분석 - 헝가리 페치 유럽문화수도 사례를 중심으로 -

도시재생은 도시재개발로 인한 기능적․물리적 쇠퇴, 실업, 도심공동화 등의 문제를 해결하기 위한 지속가능한 개발 방안으로 주목받고 있다. 오늘날 많은 도시재생학자들은 이러한 현상에 대해 분석하여, 다양한 의견을 제시하고 있다. 본 논문에서는 그레이엄 에반스(Graeme Evans)가 문화 활동 방식에 따라 문화전략 모형을 문화주도형, 문화통합형, 문화독립형으로 구분한 것에 집중해보고자 한다. 에반스의 세가지 문화전략 모형 중 문화주도형 재생이 도시재생에서 가장 많이 사용되고 있으며, 대표적인 사례로 유럽문화수도 프로그램을 볼 수 있다. 이에 따라 2010년 유럽문화수도 페치 사례를 분석하여 ‘문화주도형 도시재생’의 특징 도출을 시도한다. 또한,페치 유럽문화수도를 도시 물리적, 경제적, 사회적 측면으로 구분하여 구체적으로검증해보도록 한다.
Abstract
The urban regeneration is an important topic of sustainable urban developmentand relevant theory as a core measure for overcoming the phenomenon of physicaldeterioration of urban areas, economic decline and population-social decline. Upto the present, many urban regeneration theories to explain phenomenon of urbanregeneration have been created. It seems that such a number of urban regenerationtheories have been shaped and developed because of complexity of urbanphenomenon related to urban historicity. This paper reviews the theory of Evans’s urban regeneration. This theory focusedon Culture-led-regeneration. The theory of Culture-led-regeneration encompassEuropean Capital of Culture case. This study aims to analyze Hungary-Pécs ECoCProgram which was implemented in 2010.
