본 논문은 순수 경제학 이론이 1980년대부터 확산된 공기업 민영화의 역사적 현실을 이해하는 데 한계가 있음을 세 가지 측면에서 지적한다. 우선, 2차 세계 대전이후 자본주의 국가들의 공기업 출현에 대해서는 경제학적 논리뿐 아니라 정치적논리가 강하게 존재함을 보여준다. 둘째, 1980년대부터 진행된 민영화 과정에 대해경제학은 공기업 비효율성을 기반으로 논리를 전개하는데 공기업 비효율성의 논리로 구성된 민영화의 경제학은 민영화의 이론적 가능성을 넘어서는 실제적 필요성을 논증하지는 못하다고 주장한다. 셋째, 민영화의 추세에서도 여전히 공기업의 비중이 줄지 않았음을 고려할 때 민영화는 단순히 경제학적 문제일 수 없으며 이해관계자들의 관계 속에서 파악되어야 한다. 민영화를 둘러싼 이해관계자들의 관계를고려할 때 민영화 동맹은 약화되고 있고 따라서 민영화의 전체적 추세는 약화될것으로 예상한다.
Abstract
By reviewing the economics literature on privatization, this article points thelimitations of pure economics in understanding the historical process of privatizationsince the 1980s in three aspects. First of all, the emergence of publicenterprises in capitalist countries since the WWII can be explained by politicalcauses as well as economic causes. Secondly, even though the economics onprivatization since the 1980s focuses on the inefficiency of public firms, whatit proves is the theoretical possibility of the inefficiency of public firms, notthe realization of the inefficiency. Thirdly, in reality against the strong trendsof privatization since the 1980s, public enterprises still survive and show thestrong competence. This phenomenon demands a new perspective containingpolitical aspects such as coalition for the privatization in understanding privatizationdebate. Considering these political aspects, we predict the decline of theprivatization process.
