Abstract
EU’s response to the global financial crisis is characterized by its emphasis on the financial market regulation. This strategy is based on the view that the regulatory failure is at the heart of the ongoing global financial crisis. At the same time, it reflects the EU’s competence dilemma. EU’s competence in dealing with financial crisis is limited due to the uneven nature of European integration. While the EU is responsible for most of the macroeconomic policies, it lacks fiscal capacity to cope with liquidity crisis. Further, financial market regulation is in the hands of member states. Against this backdrop, EU has adopted the strategy to establish and strengthen common financial market regulation. Yet, since this strategy leaves behind the need to provide liquidity to the economy, member states have to prepare for their own fiscal stimuli programs. The problem is that these programs are in potential conflict with the EU rules, notably with the Stability and Growth Pact. In this regard, the ongoing global financial crisis is likely to be a huge challenge to the future of European integration.
