본 연구는 시각장애인의 점자에 관한 인식과 점자 사용 실태를 조사·분석함으로써 점자 사용 환경을 개선하는 데 필요한 정책 수립을 위한 시사점을 제시하는 데 목적이 있다. 시각장애인의 성별, 연령, 거주 지역 및 장애등급을 기준으로 층화표집을 통해 무선 추출한 1,000명을 대상으로 점자에 관한 인식, 점자 학습 경험, 점자 사용 실태 및 점자관련 규정 개정에 대한 의견을 조사하였다. 시각장애인의 41.6%가 점자를 사용하였고, 연령이 높을수록 시각장애 발생률은 높아지는 데 반해 점자 학습 기회는 줄어 들었으며, 점자 사용자의 53%가 점자정보단말기를 읽기 도구로 선호하는 것으로 나타났다. 이러한 연구 결과를 기초로 점자법 제정, 중도 실명 시각장애인의 점자교육 정비, 점역·교정사의 디지털 소양 제고를 위한 자격 시험 개선, 점자 디지털화를 위한 한국 점자 규정 개정 등을 정책적 시사점으로 제언하였다.
Abstract
The purpose of this study was to present the the ideas for improving the policies on braille in Korea. A total of 1,000 persons with visual impairments randomly selected on the basis of stratified sampling by sex, age, residential area, and degree of visual impairment across the nation were asked to respond to an interview by phone regarding their perspectives on braille, experiences of learning braille, present state of using braille, and their opinion about braille-related rules. The analyses revealed that 41.6 per cent of the respondents used braille as their literacy medium, 53 per cent preferred to use braille notetakers but that they perceived the lack of support in teaching braille to individuals with adventitious visual impairments. This study proposed the enactment of Korean Braille Law, the systematic support for teaching braille to those with adventitious visual impairments, the inclusion of technology-related items on braille transcribers/proofreaders' tests, and the revision of the current Korean Braille Rules in accordance with the trend in digital-based information technology.
