시각장애인이라면 누구나 정도에 차이는 있겠으나 책에 대한 갈증을 갖고 생활하고 있다. 원하는 책을 읽을 수 없다는 장애는 지식 중심 사회에서 개인의 성장과 자기 개발 그리고 문화적 자본 축적을 가로막는 중요한 문제이다. 다행히 디지털 대체자료 제작 기술의 발전과 2009년 도서관법 개정으로 인해 책에 대한 시각장애인의 오랜 목마름은 해갈의 기회를 맞고 있다. 이번 연구는 시각장애인용 대체자료 제작에 대한 공공부문의 역할이 증가하는 시점에서 주어진 자원을 효율적으로 사용해 최대한 많은 양질의 자료가 제작될 수 있도록 예산 수립의 기준이 되는 제작 비용 산정 기준을 실증적으로 계측하는 것이다. 이를 위해 대체자료 제작 방식(3가지)과 자료 유형 5종을 선정하고 콘텐츠 제작 및 검수에 따른 작업 시간을 측정하여 이를 기초로 관련 인건비 및 기타 사업비를 산출하였다. 조사 결과 자료 제작 방식과 자료유형에 따라 대체자료 제작비용에 차이가 있는 것으로 확인되었다. 자료유형에 상관없이 대체자료 제작비용은 한글 원본 파일을 자료원으로 할 때 가장 낮았고, 다음으로 쿽 원본 파일이었으며, 사람이 직접 워드입력을 할 때 가장 높은 것으로 나타났다. 특이한 점은 도표중심의 자료는 세 가지 자료 제작 방식간 소요 비용 차이가 크지 않았다.
Abstract
A blind, in most cases, experience the huge lack of books for his / her work, study or leisure. This problem would accelerate the disability in knowledge-oriented society by preventing the blind from developing one's skill and self-achievement through accumulating cultural capital. Fortunately, the enhancement in digitalizing alternative books technology and legislation amendment of Library Law in 2009 will improve the situation greatly. This paper is about budget guideline to produce a digital alternative book for the blind. In order to maximize program effectiveness and financial efficiency, a guideline is very demanding at this point, especially, that the role of public sector is rapidly expanding in providing digitalized books for the visually impaired. To accurately measure the related cost, three kinds of production method and five types of original textbook format are defined, and the time length was measured to create the digital content and do proof reading in each production method and type of book format. Then, I calculated labor cost based on the time length measured. Finally, the total cost is estimated by adding general management cost and reasonable profit to the total labor cost. In result, total cost varies depending on production method and printed book format. In all types of printed book, the production in use of HWP source file is most economic, and the use of Quark file is in second and manual typing is most expensive. Interestingly, the cost to make a book with tables in alternative format quite similar in three production methods.
