대한민국의 도서정책 및 관리에 대한 새로운 관점에서의 논의

본 연구는 다수의 도서를 보유하고 있는 대한민국의 국토공간에 주목하여, 도서에 관한 정책이나 관리 등에서 나타날 수 있는 관점의 차이를 살펴볼 목적으로 진행된 것이다. 연구진행은 다수의 도서를 보유하고 있는 국가들의 국토정책 및 관리 등에 관하여 도서를 중심으로 검토해보고 상호비교를 통해 도서를 바라보는 관점의 차이 여부를 살펴보는 것으로 한다. 도서관련 정책 및 사업 등에 대한 자료 및 관련법규 조사 등은 해당기관의 협조와 전문가 자문 그리고 공개사이트 검색을 활용했고, 기존연구나 문헌 등에 대한 조사 분석을 통해 진행하는 방식으로 수행했다. 연구결과는 다음과 같다. 도서에 대한 정책이나 관리계획은 국가의 지리, 지형적 특성에 따라 차이가 있는 것으로 나타났다. 즉 인도네시아, 필리핀, 일본과 같은 도서국가에서는 국토계획 자체가 해양을 포함한 도서를 대상으로 추진 관리되고 있는 것으로 나타났다. 그러나 대한민국과 중국은 대륙국가인 관계로 국가영토를 대상으로 하는 국토계획은 대륙중심으로 이루어지고 있으며, 도서에 대해서는 별도의 도서관련 정책이나 법 등을 정하여 관리하고 있다는 사실을 확인할 수 있었다. 대한민국에서 국가의 영토로 도서를 바라보는 관점은 도서국가인 일본과는 큰 차이가 있는 것으로 보인다. 그러나 대한민국은 도서국가가 아님에도 불구하고 세계에서 4번째로 많은 3,348개의 도서를 보유하고 있으며, 국토면적의 3.8%를 차지하고 있다. 따라서 많은 도서를 보유하고 있는 대륙국가로서의 특수성을 고려한 관점에서의 국토공간에 대한 정책수립이 필요한 것으로 나타났다. 도서에 대한 관점의 전환이 이루어져야 할 것이며, 같은 맥락에서 국가차원의 도서정책을 수립하고 관리할 필요가 있다고 생각된다. 다만 도서국가의 기존정책과는 다른 차원에서의 정책수립이 이루어져야 할 것이며, 이를 위해서는 관련기관 및 연구자들의 현명한 판단과 노력이 필요할 것으로 보인다. 또한 섬에 대한 개발인식에 대해서는 도서의 특성을 살린 이분화 된 개발방식에 대한 논의가 필요한 것으로 나타났다.
Abstract
This study focuses on the territorial space of Korea, which has a large number of islands, and aims to examine the difference of viewpoints in policy and management of the aforementioned islands. The study will focus on the island policies and management methods of countries that have a large number of islands, and examine the differences in the viewpoints of the islands through mutual comparison. Data on policies and projects related to island and related laws and regulations were utilized by the cooperation of the relevant agencies, expert advice, and public site searches. In addition, research and analysis on existing research and literature were conducted in parallel. The results were as follows. The policies and management plans for the islands differ according to the geological and geographical characteristics of the country. In other words, in island nations such as Indonesia, the Philippines, and Japan, the national land plan itself is promoted and managed on islands including the ocean itself. However, as Korea and China are continental states, the national territorial plan for the territory of the nation was centered on the continent. However, it was confirmed that the islands had established separate policies and laws. Viewpoints overlooking the islands of the national territory in Korea was found to have significantly differences from the island nation of Japan. However, despite the fact that Korea is not an island nation, it has the third largest number of islands in the world, with 3,348,accounting for 3.8% of the national land area. Therefore, it is necessary to establish a policy on the national land space in consideration of the specificity as a continental country with many islands. It is necessary to change the viewpoint regarding islands, and in the same context, it is necessary to establish and manage the national islands policy. However, it will be necessary to establish policies on a different level from the existing policies of island nations, and it will be necessary to make wise judgments and efforts based on the findings of related organizations and researchers. In addition, the development awareness of the islands needs to be discussed about the differentiated development methods that takes advantage of the characteristics of each island.
