전북 해양관광자원의 글로벌 연계 발전방안

본 연구는 전라북도가 해양관광자원을 활용하여 글로벌화 시키기 위한 연계 발전방안을 시급하게 구축해야 한다는 관점에서 본 연구를 실시하였다. 이를 위해 전라북도의 해양관광자원을 체계적이고 전략적으로 개발하여 발전시킴으로써 글로벌화 시키기 위한 방안으로 군산시, 부안군, 고창군, 김제시 등을 대상으로 하여 관련 지역과 유사한 리버풀을 집중적으로 사례분석 했고, 군산시의 선유도 등을 집중적으로 분석하여 결과를 도출하였다. 본 연구는 전라북도 중에서 해안과 접하고 있는 군산시와 부안군, 고창군, 김제시 등도 연구대상으로 하였지만 그 중에서도 군산시에 집중함으로써 다양한 해양관광산업과 해항도시의 거점지역으로서 전라북도의 경제성장을 이끌 수 있는 글로벌 추진동력이라는 관점에서 그간 집중적으로 다루어지지 않았던 내용을 종합적으로 고려하여, 유네스코 세계문화유산 등재추진과 세계적인 무역관광도시항 조성방안을 통해 전라북도의 해양관광산업의 장기적인 글로벌 연계 성장방안으로 도출하고자 경험적 사례분석으로 검증해 보았다. 그 결과, 전라북도의 군산시, 부안군, 고창군, 김제시 등의 도시 브랜드 개발, 숙박·교통 등 관광 인프라 개선, 도시 관광자원을 활용한 도시 정체성에 부합하는 해양관광콘텐츠 개발을 위한 다양한 방안을 제시하였다. 즉, 해양산업과 관광산업의 접목을 통한 국가경제 발전뿐만 아니라 전라북도의 지역경제를 활성화시키기 위해 첫째, 항만·도서(島嶼)의 유네스코 세계문화유산 등재 추진을 통한 문화유산의 자산화, 둘째, 국제무역관광도시항 조성을 통한 군산항의 혁신, 셋째, 전라북도 해양관광자원의 ‘장소 마케팅’으로 상징적 이미지 구축, 넷째, 전북 시민사회-지방정부 간 협력적 거버넌스로 지역사회의 효율적 갈등관리, 다섯째, 현대적 MICE산업과의 연계를 통한 전통문화의 발전적 계승, 여섯째, 전라북도 해양관광자원의 발전방향과 투자전략으로 역사문화의 융복합화를 추진해야 한다고 제안하였다.
Abstract
This study was conducted from the perspective that Jeonbuk-do must urgently establish a linkage development plan for globalization by utilizing marine tourism resources. To this end, it was suggested that the marine tourism resources of Jeonbuk-do should be developed and developed systematically and globally. As a plan, a case analysis was conducted on Liverpool similar to the relevant region targeting Gunsan, Buan, Gochang, and Gimje, and results were derived by intensively analyzing Seonyudo in Gunsan. This study also focused on Gunsan-si, Buan-gun, Gochang-gun, and Gimje-si, which are adjacent to the coast in Jeollabuk-do, but especially Gunsan-si. This comprehensively considered the contents that have not been intensively dealt with from the viewpoint of Gunsan City as a global driving force that can lead the economic growth of Jeollabuk-do as a hub area for various marine tourism industries and sea port cities. It was verified through an empirical case analysis to point out that the long-term global linkage growth of the marine tourism industry in Jeollabuk-do should be derived through the promotion of UNESCO World Heritage registration and the creation of a global trade and tourism city port. As a result, various measures were proposed for the development of urban brands such as Gunsan-si, Buan-gun, Gochang-gun, and Gimje-si in Jeollabuk-do, improvement of tourism infrastructure such as accommodation and transportation, and development of marine tourism contents that fit the urban identity using urban tourism resources. In other words, it is a plan to revitalize the regional economy of Jeollabuk-do as well as national economic development through the grafting of the maritime industry and the tourism industry. First, promote the registration of Gunsan City as a world cultural heritage, second, create an international trade tourism city port in Gunsan Port, third, promote symbolic city image and place marketing in line with Jeonbuk marine tourism resources, and fourth, Gunsan City, Buan-gun, Gochang-gun, Gimje-si, etc. The necessity of establishing cooperative governance between civic-organization-government and the need to actively manage community conflicts through this to reinforce the connection with other local governments in Jeollabuk-do, including Fifth, as a modern MICE industry by maintaining historical places and traditional culture. Sixth, it was suggested that a strategic approach should be taken with long-term planning and investment for the implementation of a policy of convergence between history and culture.
