경제활성화를 위한 규제개혁추진체계 개선방안

초록

본 논문은 규제개혁위원회로 대표되는 우리나라의 규제개혁 추진체계의 문제점으로 위원회조직의 유인불합치를 제시하고 이를 극복하기 위한 방안으로 규제개혁위원회의 중앙행정기관으로의 전환이 필요하다고 주장한다. 현재의 구조로는 규제개혁위원회(또는 위원회의 사무처리기구 역할을 하는 국무조정실)와 실제 규제개혁 업무를 담당하는 부처간에 규제개혁에 대한 정보의 비대칭성이 존재하고 이로 인한 비효율과 규제개혁 추진력 저하를 피하기 어렵다. 이를 개선하기 위해서는 규제개혁위원회를 중앙행정기관으로 전환하여 한편으로 위원회의 규제개혁 전문역량을 강화하고 다른 한편, 위원회의 국민에 대한 책임성을 강화하여 정보비대칭으로 인한 비효율을 감소시킬 수 있을 것이다.

Abstract

We argue that one of the recurrent problems in Korean regulatory reform system comes from the structural incentive-compatibility problem inherent in the Korean Regulatory Reform Committee(KRRC). This organizational problem results in weak performance of the regulatory reform policy. To resolve this problem, we suggest transforming the KRRC’s administrative committee organization to administrative agency organization. If we maintain current organizational form of KRRC, it’s hard to attenuate information problems of the department’s staff in charge of regulatory reform and the Committee’s staff organization. This asymmetric information in the organizations of regulatory reform system renders efficient implementation of the Committee’s reform policy. Transforming KRRC to an administrative agency will enhance regulatory reform capacity and enforce political accountability of the KRRC, which contributes to the reduction of information asymmetry in the process of regulatory reform policy implementation.
