서울시 주택가격의 양극화 현상과 근린주거환경과의 정합성 분석

본 연구는 서울의 주택가격 양극화 현상을 공간적으로 확인하고, 근린주거환경과 주택가격을 중심으로 한 지역별 특성을 도출, 이를 위한 도시정책에 필요한 제도정비방안을 제시하는 데에 그 목적을 갖는다. 이를 위해 양극화 현상 진단을 위한 근린주거환경 지표를 설정하고, 서울시를 자치구(區) 단위로 세분화하여 지역별 근린주거환경 간 격차를 실증하였다. 더 나아가 지역별 주거환경의 특성을 도출함으로써 도시 정책적 측면에서 양극화를 해소하기 위한 실질적 정책개선방안을 제시하는 데에 목표를 두었다. 주거환경과 주택가격의 비교 결과, 동남권의 강남구, 서초구, 송파구를 비롯한 한강 인접 지역의 경우 주거환경 수준보다 주택가격이 높게 평가된 것으로 나타나지만, 공동주택비율이 낮고, 노후주택이 밀집해 있는 도봉구, 중랑구, 금천구는 주거환경평가 값과 주택가격이 모두 낮게 나타나 주거환경개선이 필요한 지역임을 확인할 수 있었다. 이러한 결과는, 지역별 근린주거환경 간 차이를 확인함으로써 자치구 단위에서의 실질적인 정책적 시사점을 제시하였다는데 본 연구의 의의가 있다.
Abstract
This study aims to spatially examine the phenomenon of polarization of housing prices in Seoul, and further deriving regional characteristics centered on the neighborhood housing environment and housing prices, and to present institutional reform plans necessary for urban policy. Likewise, setting up residential environment indicators for diagnosing polarization to demonstrate the gap between neighborhood residential environment per region by dividing the city into autonomous districts. This study spotted that areas along the Han river tend to shape higher housing prices comparing to the level of the residential environment in tandem with Gangnam-gu, Seocho-gu, and Songpa-gu in the southeastern region. Contrastingly discovered that Dobong-gu, Jungnang-gu, and Geumcheon-gu tend to shape lower housing prices and residential environment qualities, and further requiring improvement in the residential environment. The highlight of the study is to present practical implications on the policy of the autonomous district level by identifying the difference between neighborhood residential environments by region.
