1906년 한국의 북장로교와 감리교의 연합으로 시작된 합성숭실대학(the Union Christian College)은 성공리에 잘 운영되고 있었다. 그런데 1912년 감리교가 서울에 하나의 연합 대학을 세우려고 교육위원회(an Educational Senate)에 제안을 하면서 논쟁이 시작되었다. 이후 1914년까지 열띤 논쟁을 벌이게 되었는데, 이 일련의 사건을 대학 문제(The College Question)라고 한다. 한국의 남장로교와 호주장로교, 그리고 북장로교의 다수는 평양을 지지하였고, 한국의 남감리교와 북감리교, 그리고 북장로교의 일부는 서울을 지지하였다. 그런데 1913년 초 미국선교본부는 서울에 새로운 연합대학을 세우는 것으로 결정해버렸다. 평양의 선교부와 배위량은 이 결정에 거부하고 끝까지 항의하였지만, 결국 평양 숭실대학은 초급대학(Junior college)으로 강등되어 버렸다. 이 글은 평양의 숭실대학을 지지하는 과정에서 드러난 배위량의 교육선교사상과 역사적 의의를 밝히고자 했다. 배위량과 평양선교부는 첫째 구 선교정책의 전통에 맞서 새로운 정책을 시도하였고, 둘째 민족을 위한 기독교인 인재 양성을 목표로 하였다. 이 과정에서 드러난 역사적 의의는 첫째 지역주의 전통에 맞서 균형발전을 도모하였다는 점, 그리고 일제 통치 권력에 대항하였다는 점이다.
Abstract
The Union Christian College (Soong Sil) had been run successfully, which had been started with the union of the Northern Presbyterian and the Methodist Church in 1906. However, in 1912, a new argument was triggered when the Methodist Church proposed to set up an union college for all Koreans in Seoul to an Educational Senate. Since then, the issue kept being discussed until 1914, which is now called the College Question. The Southern Presbyterian Church, the majority of the Northern Presbyterian Church in Korea and Australian Presbyterian Church supported Pyongyang as the place to set up a new union college, while the Southern and Northern Methodist Churches, and some Northern Presbyterian Churches supported Seoul. Meanwhile, in the beginning of 1913, American Mission headquarters decided to establish a new union college for all Koreans in Seoul. Pyongyang Missionary Department and William M. Baird refused this decision and protested it to the last, but Pyongyang Soong Sil College was degraded to a junior college in the end. This essay has been written to help people know and understand the educational thought and historical significance of William M. Baird, which was revealed in the process of his supporting a union college in Pyongyang. First, he and Pyongyang Missonary Department confronted with the traditional mission strategy of the Church and tried to devise new ones. Second, they strived to bring up christians for Korean people. Third, they confronted with the regional tradition of Korea and made an effort to achieve the balance of development between regions. Finally, they confronted with Japanese colonial rule and fought against the ruling power of Japan.
