본 논문의 목적은 전자기록의 관리 비용에 대한 연구의 일환으로 실제 공공 기록관리기관에서 이루어지고 있는 전자기록의 관리 현황을 확인하고 이후 관리 비용 예측을 위한 과제를 제시하기 위한 것이다. 이를 위해 공공 전자기록을 관리한 경험이 있는 기록관리기관 실무전문가를 대상으로 면담과 조사를 실시하였다. 면담을 진행하면서 법령이나 공공표준 상 공공 전자기록의 생애주기관리 및 보존 활동과 실무 현장에서 수행되는 활동과는 일정 정도 괴리가 있음이 드러났으며, 공공 전자기록을 안전하게 보존할 수 있는 기반이 될 관리 및 보존 비용을 실효성 있게 예측할 수 있는 기반도 마련되어 있지 않다는 사실을 확인하였다. 이는 기록관리기관이 지닌 가장 기본적인 사명을 이행할 수 없게 만드는 주요한 요인이 된다. 이에 본 논문에서는 공공 전자기록을 약속한 바대로 보존하는데 필요한 자원을 예측해 확보하기 위해 우선적으로 실무에서 이루어져야 할 공공 전자기록의 관리 및 보존상 과제를 제시하였다.
Abstract
This study aims to investigate current state and problems and to suggest future directions associated with the electronic records and archival management in behalf of estimating cost of this. While interviewing with professionals who have experienced in records and archival management in public sector, various facts were brought the light telling the gap between legal requirements and working level practices, even there are few data to estimating cost of electronic records and archival management effectively. These are considered as key factors which make records and archival institutions fail to achieve the fundamental mission Based upon the analysis, four directions are suggested for electronic records and archival management and long-term preservation, which will be the most basic step to estimate cost for securing proper resources to ensuring the retention and preservation of electronic records and archives.
