Abstract

The policy of records production reports is peculiar to Korea, which has no precedent found in other countries. Thus, we can say that this policy mirrors Korea's unique approach to records management. The number and the lists of records (files) produced in the previous year are reported each year to the records center and archives. Even the researchers in academia, as well as the working-level archivists, are raising questions on the objectives and operating methods of the records production report policy, and some even argue that the policy is useless. The archivists who practice the records production report in the field each year are especially discontent about the policy. An evaluation of the policy of records production report should be presented beforehand if the policy is to be maintained with some improvements or to completely be abolished for a full reorganization. This study intends to conduct an external evaluation that is performed by a third party, which can also be a general evaluation that evaluates the effectiveness of policy goals. There have been many policies in the records management sector, but they have been myopic and could not be evaluated fundamentally. The same is true for the records production report. Therefore, this study intends to serve as a reference for new policy decisions, by evaluating the policy objectives, the enforcement process, and results that followed, based on an analysis of records production report.
