행정정보시스템 분류 방식을 적용한 행정정보 데이터세트 기록관리의 실제적 실행연구

Abstract

Since the Korean government aimed to realize e-government, paper records have been rapidly converted into data sets in the form of electronic records. In line with this timing, as the obligations for administrative information dataset record management were legally designated with the revision of the Enforcement Decree of the 「Public Records Management Act」 on March 31, 2020, administrative information dataset record management was no longer implemented in 2000 public institutions. It has become an important issue that cannot be postponed. Accordingly, from 2019 to the present, the National Archives has been consulting and supporting the matters that should be implemented in each public institution through the project to establish a record management system for administrative information datasets. However, due to the limited scope of support according to the budget, many public institutions that were not able to participate in the project are unable to even try due to difficulties in implementing records management. At this point, this study classified the main administrative information systems possessed by central administrative agencies, local governments, offices of education, government-affiliated public institutions, and universities by type into business purpose, resource authority method, and structure method, and analyzed the results of the classification. Administrative information dataset records management procedures were applied to the selection of records management targets, preparation of management standard tables and retention period, and disposal of dataset. Through this, we would like to propose an implementation plan for administrative information dataset records management that is easy to access and can be specifically referenced by public institutions.
