Abstract

This study examines the experiences and perceptions of migrant workers regarding occupational safety and health (OSH) materials in the manufacturing sector of Gwangju, South Korea. Eight focus group interviews were conducted with nine migrant workers from Vietnam and Uzbekistan between October 2024 and March 2025. Thematic analysis revealed that OSH materials were perceived by migrant workers as ‘present but unseen,’ ‘understood but not actionable,’ and ‘desired but inaccessible.’ Based on these findings, several implications are proposed. First, OSH materials should be redesigned through a user-centered approach that incorporates migrant workers’ linguistic, cultural, and work-experience backgrounds. Second, there is a need to develop OSH information and materials specifically targeted at employers to strengthen their awareness of, and legal responsibility for, providing a safe working environment. Third, a participatory system must be established to enable migrant workers to actively identify workplace hazards and articulate their concerns. Finally, at the community level, it is necessary to develop localized OSH materials and strengthen workplace monitoring and supervision to foster a sustainable safety culture.
