Abstract

North Korean provocations have continued ever since the separation of the peninsula. Yet so far no government has successfully carried out any retaliation punishment or has carried out a determined response that could prevent future provocations. Even today, though our national strength surpasses that of North Korea manyfold, North Korea still poses a military threat toward our nation. Of the many causes behind such predicament, the most fundamental one would be the crisis management leadership of the chief executive of national security, the president. This paper seeks to propose an exemplary form of the president’s crisis management leadership through research that addresses the following questions: ‘How was the president’s crisis management leadership put into use in regard to North Korean crisis management?’ and ‘What influence did the president’s crisis management leadership have on the consequences?’ For accurate analysis the chronological environment of the time then, the priorities of the national management, the presidents’ perception of national security, and the North Korean policies were taken into account. Along with these factors the study of the crisis management of each separate government was used to analyze the presidents’ crisis management leadership. In regard to crisis management the authoritarian tendencies, lack of systematic management, lack of professional knowledge, lack ofdetermination and courage of the president were shown as the negative influences. Partisan approach and U.S dependency also nagetively influenced crisis management. The fundamental problem and the solution to the Korean crisis management lies with the leadership of the top most and final executive of national security, the president. Cultivating the president’s crisis management leadership and supporting the president’s decision is critical in improving North Korean crisis management
