Abstract

As the possibility of drone terrorism on National important facilities increases, the purpose of this study is to establish and present a new method of establishing an anti-drone protection system necessary to prevent and respond to it. Currently, the establishment and implementation of the protection plan for important national facilities is carried out according to the ‘three zone protection concept’. The ‘Three Zones Protection Concept’ is suitable for preparing for ground invasion and attack by enemies or impure elements, but has limitations in its application in response to aerial threats such as the emerging drone terror threat. To overcome this, it is necessary to establish a new protection concept in consideration of the threat of drone. Accordingly, this study draws implications for alternatives by analyzing the existing national important facility protection doctrine, the current state of national important facility protection, and drone terrorism cases from the perspective of the “protection” function among the joint battlefield functions. The five principles of ‘comprehensive, integrated, layered, redundant, and enduring’ of the ‘Protection’ military theory were applied to the analysis elements. Based on the derived implications, a new protection concept was established to protect national important facilities from drone terrorism. This was named the ‘triple dome protection concept’, and by applying the concept, a plan was proposed to arrange available means so that the 5 principles of protection could be realized, that is, a plan to build a drone protection system for important national facilities.
