특수작전의 기원과 한국군 특수작전 발전에 관한 연구 : 한미 특수작전 비교를 중심으로

특수작전부대는 아프간 전쟁과 이라크 전쟁을 겪으면서 합동작전 수행 면에서 전쟁 승리에 중요한 역할을 수행하였다. 본 연구의 목적은 특수작전의 발전과정에서 한국군 특수작전을 진단하고, 향후 발전방향을 제시하는 데 있다. 이를 위해 한미 특수작전을 비교하여 분석하였다. 연구 결과 특수작전은 고대로부터 수행되었으며, 전쟁 승리에 결정적으로 기여하였다고 평가할 수 있었다. 또한 특수작전의 발전과정을 전쟁양상의 변화와 전쟁의 유형을 기초로 병력중심→화력중심→현대적→첨단화된 특수작전으로 발전하는 것으로 정립하고, 이를 기초로 미군의 특수작전 발전과정과 한국군 특수작전의 발전과정을 분석하여 비교하였다. 향후 한국군 특수작전은 첨단화된 특수작전으로 발전해 가야 하며, 미래 다영역작전을 수행하기 위한 작전수행개념은 정보중심의 네트워크중심전 수행, 조직편성은 합동특수작전사령부를 평시부터 편성하고 유관기관과의 통합된 조직 확충, 무기체계는 AI기반의 최첨단 무기체계를 확충할 것을 제안하였다. 본 연구는 특수작전의 기원과 발전과정에서 한국군 특수작전의 발전을 연구한 최초의 연구로서 의의가 있다고 본다. 한국군 특수작전은 첨단화된 특수작전으로 발전하기 위해 본 연구에서 제시한 사항 등이 신속히 실현되기를 기대한다.
Abstract
The purpose of this study is to diagnose special operations of the Korean military in the development of special operations and to suggest future development directions. To this end, the Korea-U.S. special operations were compared and analyzed. As a result of the study, special operations have been carried out since ancient times and have been shown to have made a significant contribution to the victory of the war. Additionally, the development process of special operations was established to be force-centered→firepower-centered→modern→advanced special operations based on changes in patterns of war and types of war, and the development process of special operations of the US military and the development process of special operations of the Korean Armed Forces were analyzed and compared based on this. In the future, Korean Armed Forces special operations should develop into advanced special operations, and the direction of development is to carry out future Multi-Domain Operations was carry out intelligence-oriented network-centric warfare, organize the Joint Special Operations Command from peacetime, expand the integrated organization with related organizations, and expand Al-based cutting-edge weapon systems. This study is meaningful as the first study to study the origin and development of special operations of the Korean military in the process of special operations.
