2025년 1월 20일 트럼프 2기 행정부 출범과 고조되는 북한의 핵 위협 속에서, 본 연구는 한국 언론 보도를 분석하여 북핵 문제에 대한 국민적 담론을 파악하고, 이를 통해 한국의 대응 방향에 대한 시사점을 도출하고자 한다. 트럼프 2기 행정부 출범은 북핵 관련 한국의 대응 방향과 미북협상 시 한국의 역할에 중대한 영향을 미칠 변수 중 하나로 평가된다. 이를 위해 트럼프 대통령이 공화당 최종 후보로 선출되어 여론을 형성한 2024년 7월 15일부터 취임 이후 약 4개월이 지난 2025년 5월 15일까지 한국의 주요 언론에 보도된 총 3,223건의 데이터를 수집하여 텍스트마이닝 및 사회연결망 분석 기법을 활용해 실증적으로 분석하였다. 분석 결과 북핵 위협 관련 한국의 대응방향에 관해서는 국가 혹은 국가 지도부, 직접적인 해결방법들이 국민적 담론 형성에 큰 영향을 미쳤음을 확인할 수 있었다. 동시에 북핵 관련 미북협상에 관해서는 적극적인 중재자의 역할, 경제 문제 관여 등이 국민적 담론을 형성하는 데 큰 영향을 미친 것으로 나타났다. 이에 따라 북핵 문제 이해 당사국들의 소통 강화와 국가 지도부에 의한 해결, 적극적인 북핵 문제 개입이 필요하며, 북핵 관련 미북협상 시에는 경제 문제가 고려되어야 하고, 적극적인 중재자 역할이 필요하다는 시사점을 도출하였다.
Abstract
This study aims to analyze how U.S. policy on North Korea's nuclear program is discussed in South Korean media, drawing implications for the Republic of Korea's response. The analysis will be conducted in the context of the second Trump administration's launch on January 20, 2025, and the increasing nuclear threat from North Korea. The launch of the second Trump administration is evaluated as one of the variables that will have a significant impact on South Korea's response direction to North Korea's nuclear program and South Korea's role in U.S.-North Korea negotiations. To this end, a total of 3,223 data reported to major Korean media were collected and empirically analyzed using text mining and social network analysis techniques from July 15, 2024, when President Trump was elected as the final Republican candidate and created public opinion, to May 15, 2025, about four months after his inauguration. As a result of the analysis, it was found that the formation of public discourse was greatly influenced by the state, key figures, and direct solutions regarding South Korea's response to the North Korean nuclear threat At the same time, it was shown that the formation of public discourse was significantly influenced by active mediator and involvement in economic issues in the U.S.-North Korean nuclear negotiations. This study suggests that it is necessary to strengthen communication among stakeholders of the North Korean nuclear issue, resolve it by key figures, and actively intervene in the North Korean nuclear issue, and that economic issues should be considered when negotiating with the U.S. and North Korea regarding North Korea's nuclear program, and that an active mediator role is necessary.
