물리적 환경개선 사업시행 이후의 유지관리 실태에 관한 연구 - 염리동 소금길을 중심으로-

이 연구는 개발방식이 아닌 기존 물리적 환경을 보존한 상태에서 디자인 개선을 통해 범죄로부터 안전한 마을을 조성하는데 성공적인 모델이라고 평 가받는 ‘염리동 소금길’이 2014년 4월을 기점으로 주민 자율관리체제로 전 환된 이후의 유지관리 실태를 점검하고, 사업효과의 지속성에 영향을 미치는 요인을 파악하여, 효과적인 유지관리 전략을 모색하는 데 목적이 있다. 연구의 결과는 첫째, 재개발로 인한 인구감소와 빈집 증가 등 인구⋅사회학 적 특성의 변화가 지역안전에 부정적인 영향을 미칠 수 있음을 확인하였다. 둘 째, 셉테드 사업에 대한 인지도는 유지되고 있으나 물리적 디자인에 대한 이미 지에 국한되어 있다. 셋째, 시설 및 디자인의 관리실태 및 활용도 등은 애초 기대하였던 범죄예방 및 커뮤니티의 거점기능을 수행하기에는 부족하였다. 연구결과를 바탕으로 효과적인 유지관리를 위한 개선방안은 첫째, 지역사 회협의회의 구성 및 주기적인 운영이 요구된다. 둘째, 기초자치단체의 셉테드 조례제정이 추진되어 제도적 지원의 근거가 마련되어야 한다. 셋째, 지역주민 의 참여를 유도할 수 있는 실질적인 안전프로그램의 개발이 절실하며 이를 위한 정책적 지원방안이 추가로 마련되어야 한다.
Abstract
The purpose of this study was to check the status of maintenance after the administrative responsibilities of the ‘Salt Way’ project that converted to local residents and to seek an effective and ongoing maintenance strategies. The results of this study are as follows. First, the local conditions, such as reducing of the population and increasing of the empty houses, have negative effects on the safety of the area. Second, the level of overall maintenance through management practices and the use of facilities and the design was rated as low. Effective and ongoing maintenance strategies that can offer through the findings are as follows. First, the configuration and regular operation of the community council is required. Second, CPTED regulations of local governments shall be established. Third, we must support to develop the program which local residents participate in.
