우리나라에서 벤처기업은 벤처특별법이 규정하고 있는 네 가지 유형 가운데 하나의유형에 대한 요건을 충족하여 지정된 기관으로부터 확인을 받은 기업으로 정의된다. 선행연구들은 대부분 벤처기업의 성과에 주목해 왔다. 하지만 그러한 성과에 직접적으로 영향을 미치는 벤처기업 유형별 속성 및 결정요인에 대해서는 매우 제한적으로만연구가 이루어졌다. 본 연구에서는 2008∼2014년 벤처기업 확인리스트 원자료에 다항로짓 방법론을 적용하여 벤처기업 유형의 결정요인을 실증하였다. 그 결과 전체 벤처기업의 80%를 점유하고 있는 기술평가 보증기업 유형의 속성은 본래의 벤처기업 의미와 가장 유사한벤처투자기업 유형의 속성과 거의 정반대라고 보아도 과언이 아닐 만큼 상이했다. 또한 연구개발기업 유형 및 기술평가 대출기업 유형 역시 기술평가 보증기업 유형보다 벤처투자기업 유형의 속성에 상대적으로 가까웠다. 이는 다른 유형으로 선별되지못한 기업들이 차선책으로 기술평가 보증유형의 벤처기업으로 확인받아 왔음을 함의한다.
Abstract
In Korea, a venture business means a firm which falls under one of the four venture certification types stipulated under a Special Law for the Support of Venture Firms. Using unique data of all Korean business ventures certified between 2008 and 2014 and applying a multinomial logit approach, this study examines whether there are significant differences in firm attributes across all the types of certification for the venture businesses. I find that there is higher probability to be certified as a venture capital-financed business if a firm is younger, larger, and operated by a representative who was formerly a professor, a research fellow or an executive at a large-sized enterprise. However, the venture business type financed by government through the technology evaluation process - overwhelming majority among all venture-certified firms - has nearly opposite attributes. These findings cast doubt on effectiveness of the current mechanism of venture certification.
