중소기업 R&D투자와 기업 특성 간 관계의 지역 간 차이에 대한 실증분석 : 대구·경북을 중심으로

본 연구는 중소기업 R&D투자와 기업 특성 간 관계가 지역 간에 어떻게 상이한지를 대구경북을 중심으로 실증적으로 분석한다. 이를 위해 각종 자료를 이용하여 개별 중소기업의 특성에 따른 R&D투자-총투자와 자체 재원 투자-의 대구경북 지역과 타 지역 간 차이를 비교한다. 분석의 결과에 의하면, 대구/경북 소재 중소기업은 유사한 특성의 타 지역 소재 중소기업과 비교해 R&D투자액에서 통계적으로 유의한 차이를 보이지 않는다. 하지만, 산업, 기술수준, 규모, 업력에 따라 집단을 구분하여 분석하는 경우 대구경북 소재 중소기업은 전통적 중공업이나 운송장비 제조업에 속하거나, 중간기술 수준을 갖추고 있거나, 50인 미만 혹은 100인 이상의 상시직 종사자를 두고 있는 경우에 상대적으로 큰 규모의 R&D투자를 하는 것으로 나타난다. 지방정부 정책의 상당 부분은 지역 내 중소기업의 연구개발활동 촉진과 관련성이 크며 공적 예산의 효율적 운영을 위해서는 선택과 집중이 요구된다.
Abstract
This study empirically analyzes the regional differences in the relationship between R&D investment and characteristics of small- and medium-sized firms focused on Daegu-Gyungbuk. We compare R&D investment in either total amount or self-financed amount between firms in Daegu-Gyungbuk and those in the other regions by characteristics of firms based on Survey on Information and Technology of Small- and Medium-Sized Firms. According to the results, firms in Daegu-Gyungbuk do not show statistically significant difference in R&D investment compared to similar firms in the other regions. However, if analyses are done for sub-samples divided by characteristics (i.e., industry, skill level, size by number of full-time workers, and age), it seems that there is more R&D investment with firms in Daegu-Gyungbuk when the sub-samples include firms with following characteristics: (1) firms are either in the traditional heavy manufacturing or in the transport equipment manufacturing sector, (2) firms have medium skill level, or (3) firms employ either less than 50 or at least 100 full-time workers. Substantial parts of local government’s policies are related with promoting small- and medium-sized firm’s R&D activities and the support is required to be given heavily to the selective firms for the efficient operation of public budget.
