대구경북지역의 육아환경 평가에 관한 연구

본 연구는 대구경북지역의 육아환경 현황을 평가할 수 있는 지표를 설정하고, 이를 통해 육아환경제고를 위한 개선방안을 제시하는데 목적이 있다. 이를 위해 먼저 육아환경을 사회적 육아환경과 물리적 육아환경으로 구분한 후 선행연구와 국가통계데이터를 검토하여 육아환경을 대표할 수 있는 변수를 도출하였다. 이를 기준으로 Jenk’s Natural Break Method를 활용하여 평가항목별로 대구경북지역 내 지자체의 점수를 산정하였다. 분석결과, 종합적으로 대구 서구의 육아환경 개선이 요구되며, 물리적 육아환경의 경우 대구 수성구, 경북 예천군의 개선이 요구되는 것을 알 수 있었다. 본 평가지표를 통해 거시적인 관점에서 각 지자체 스스로가 어떠한 부문에서 육아환경의 수준을 제고해야하는지를 알 수 있다. 이는 규범적이고 절대적 기준을 제시하는 것이 아니며 상대적인 평가라는 특징이 있다. 그럼에도 불구하고 가장 시급한 지역, 육아환경 수준이 낮은 지역을 찾는데 도움이 될 수 있다.
Abstract
The purpose of this study is to set up the evaluation items for the current situation of child-rearing environment in Daegu and Gyeongbuk region, and suggest improvements through this evaluation items. This study researches literature and national statistics to derive the evaluation items which represent the level of child-rearing environment and all the boroughs in Daegu and Gyeongbuk region are classified into four using Jenk’s Natural Break Method. As a result of the study, firstly, Seo-gu in Daegu needs to be improved totally. In case of Suseong-gu in Daegu, Yecheon-gun in Gyeongsangbuk-do needs to be improved in the sector of physical environment. Through this evaluation index the municipalities themselves could find out where they improve in any sector of the child care environment and also know what to do to improve it. Even though the evaluations are characterized by a relative system, it is useful to find out the boroughs which need to be improved their child-rearing environment.
