중소기업의 외부기술협력과 기술정보활동이 혁신성과에 미치는 영향 : 대구경북을 중심으로

본 연구의 목적은 글로벌 금융위기와 금융위기 이후 대구경북 중소기업의 외부기술협력과 기술정보활동이 혁신성과에 미치는 영향을 분석하는 것이다. 외부기술협력의 대용변수로 기술협력수행경험를 사용하였고 기술정보활동의 대용변수는 아이디어 및 정보활동을 이용하여 매출액, 기술개발추진실적에 미치는 영향을 분석하였다. 그 결과, 금융위기 이후 지역 중소기업의 외부 기술협력 비중이 증가하고 기업의 만족도가 높게 나타나고 있지만 글로벌 금융위기와 금융위기 이후 일관되게 지역 중소기업의 대학이나 국공립연구기관과 기술협력이 매출액 증가에 유의한 영향을 미치지 못하고 있다. 다만, 중소기업과 국책연구기관과의 협력이 기술개발추진실적에는 유의한 양(+)의 영향을 미치는 것을 확인하였다. 여러 중소기업의 기술정보활동 중 ‘R&D, 생산, 마케팅 부서 등 중소기업 내부에서 도출되는 아이디어와 정보’ 활동이 매출액 혹은 기술개발추진실적에 유의한 영향을 미치고 2009년에서 2013년으로 오면서 강화되었다. 동종업종의 경쟁사로부터 얻는 아이디어나 정보는 지역 중소기업의 기술개발추진실적에 음(-)의 영향을 미치는 것을 확인하였다. 따라서 대구경북 중소기업이 향후 매출액 증대를 위해 대학 및 국공립연구기관과 산학협력 및 기술협력을 실질적으로 강화하고, 중소기업의 혁신성과(매출액 및 기술개발실적) 향상을 위해서는 기업 내부에서 이루어지는 아이디어 및 정보 획득 활동을 적극 지원하는 ‘중소기업내부 혁신역량 지원’ 정책을 강화할 필요가 있다.
Abstract
It has examined the effect of various technical cooperation (external technical cooperation partner, idea and information activities) of SMEs in Daegu and Gyeongbuk provinces on innovation performance (sales and technology development achievements) at and after the global financial crisis in 2009 and 2013. Since the financial crisis, the proportion of external technical cooperation of SMEs in the region has increased and the satisfaction of enterprises has also been high. However, in 2009 and 2013, there was no statistically significant effect on sales performance of technical cooperation with universities or national research institutes of local SMEs. However, cooperation between national research institutes and SMEs has a significant positive effect on the results of technology development achievements. It is the ideas and information derived from the inside of SME companies such as R&D, production and marketing department that have a significant effect on sales or technology development achievement among SMEs'. We have confirmed that ideas and information from competitors in the same industry have a negative impact on the performance of technology development. Daegu-Gyeongbuk area SMEs should increase their future sales by effectively strengthening industry-university cooperation and technical cooperation with universities and national and public research institutes, and in order to improve the innovation performance of SMEs, actively supports ideas and information acquisition activities within the enterprise.
