이 연구는 1945년 이후 해방정국에서 한국과 오스트리아의 상이한 국가형성 경로를 비교 분석한다. 이 연구는 근대 국가형성에 관한 로칸의 정치사회학적 모델에서 제시한 영토의 외적 경계의 공고화와 정치의 내적 구조화라는 국가형성의 두 차원을 우리 외연의 확정과 우리 내의 다양성이라는 우리형성의 두 차원으로 재해석한 새로운 분석틀을 제안한다. 제안된 분석틀을 적용해, 이 연구는 오스트리아와 비교의 시각에서 한국 해방정국에서 우리형성으로서 국가형성은 한반도라는 영토적 정체성을 집합적 정체성의 원천으로 하여 우리의 외연을 확장하려는 통합주의 세력과 이념적 정체성을 집합적 정체성의 원천으로 하여 우리 외연의 축소를 지향하는 분리주의 세력 중 누구도 헤게모니를 행사할 수 없는 파국적 평형상태에서 갈등하는 정치세력들의 선점과 배제의 정치가 강화된 결과, 두 개의 국가로의 분리로 귀결되었음을 주장한다. 또한 이 연구는 한국과 달리, 오스트리아 해방정국에서 오스트리아의 새로운 영토적 경계를 집합적 정체성의 원천으로 하여 오스트리아 민족주의를 추구하는 통합지향적 정치세력이 헤게모니를 행사하는 상황에서 1945년 11월 총선 실시를 통해 국내 정치에서 경쟁하는 세력들 사이의 상호인정과 공존의 정치를 제도화함으로써 국제 행위자에 대한 국내 행위자의 상대적 자율성을 강화할 수 있었던 것이 단일 국가형성의 중요한 요인이었음을 주장한다.
Abstract
This study compares and analyzes the different paths of state-building in Korea and Austria in the liberation period after 1945. This study provides a new analytic framework developed by reinterpretating Stein Rokkan’s political sociological model of modern state building based on two dimensions of the consolidation of external territorial boundaries and the internal structuring of politics from a perspective of state-building as We formation. Applying the proposed analytic framework, this study argues that while the Korean integrationists failed to expand the scope of We based on the territorial identity of the Korean Peninsula as the source of collective identity in the process of the state-building during Korea's liberation period after 1945, the Austrian integrationists could have their hegemony over the separationists to reduce the scope of We by mobilizing ideological identities as the main source of collective identity in the context of post-war Austria. This study also claims that while the Korean integrationists failed to develop a path of building a single unified state in the political situation of catastrophic equilibrium where no one can exercise hegemony, the Austrian integrationists could develop a path of building a single unified state by strengthening the relative autonomy of domestic actors to the international actors with the institutionalization of the politics of mutual recognition and coexistence between competing forces in domestic politics after the general election held in November 1945.
