가로변 버스전용차로 평가지표 개발 : 대구광역시를 중심으로

교통혼잡 문제 해결을 위한 대안은 공급관리정책과 수요관리정책이 있으며, 버스전용차로제는 수요관리정책의 대표적인 대안 중 하나이다. 본 연구는 대구광역시에서 시행되고 있는 가로변 버스전용차로에 대한 물리적인 측면과 운영적인 측면을 종합적으로 고려하여 현재 및 장래 여건 변화에 대응할 수 있는 가로변 버스전용차로 운영 평가를 위한 평가지표를 개발하고, 분석하는 것을 목적으로 한다. 대구광역시 첨단도로교통운영시스템(Advanced Traffic Management System, ATMS)과 버스 운행관리시스템(Bus Management System, BMS)에서 제공되는 버스 운영 자료와 버스전용차로가 운영되는 구간의 현장 전수조사를 통해 자료를 구축하고, 이를 활용하여 효율성과 연속성을 평가할 수 있는 지표를 개발하였다. 개발된 지표를 적용한 결과 효율성과 연속성 지표가 모두 좋은 구간은 달구벌대로(담티고개↔만촌네거리)와 동대구로(뉴대구맨션↔동대구역네거리)이며, 효율성과 연속성 지표가 모두 낮은 구간은 동대구로(MBC네거리↔두산오거리)를 포함한 6개 구간으로 분석되었다. 본 연구에서 개발한 지표는 버스 노선 조정, 버스전용차로의 신설, 연장, 폐지 및 버스전용차로 개선 우선순위 결정 등을 위한 정책 결정에 활용될 수 있을 것으로 기대된다.
Abstract
There are supply management policies and demand management policies as alternatives to solve problems caused by urban traffic congestion, and the bus-only lane system is one of the representative alternatives to demand management policy. The purpose of this study is to comprehensively consider the physical and operational aspects of curbside bus lanes implemented in Daegu Metropolitan City to develop and analyze evaluation indicators for evaluating the operation of curbside bus lanes that can adjust responsively to changes in current and future conditions. The data were comprehensively constructed through the on-site survey of bus operation data provided by Daegu Metropolitan City’s Advanced Traffic Management System (ATMS), Bus Management System (BMS) and the data collected through the entire sections where exclusive bus lanes are operated to develop indices that can evaluate efficiency and continuity by using them. As a result of the application on the indices developed in this study, the sections with high value of efficiency and continuity indices are Dalgubeol-Daero (Damti Pass ↔ Manchon Intersection) and Dongdaeguro (New Daegu Mansion ↔ Dongdaegu Station Intersection) sections, and the sections with the low value of indices are six sections including Dongdaeguro(MBC Intersection ↔ Doosan Ogeori) section. The indices developed in this study can be applied to policy decisions for adjusting bus routes, establishing, extending, and abolishing exclusive bus lanes, and prioritizing the improvement of exclusive bus lanes.
