정부가 비과세･감면 등 과세특례로 협동조합을 지원하는 것은 감동적이다. 하지만 이를 협동조합정책의 관점에서 보면 비판의 소지가 적지 않다. 이를테면 협동조합 고유의 잉여㉠와 조세의 대상인 이윤㉡은 개념-이론적으로 엄연히 다르지만, 정부는 이를 구분하지 않고 잉여를 이윤으로 덧씌워 과세 대상으로 삼고 있다. 이는 협동조합에 대한 인식 부족에서 발생한 것이다. 이에 협동조합을 개념･이론적으로 접근하여 과세특례의 문제점을 논하고자 한다. 이는 현행 조세정책이 협동조합을 바로 알고 이에 합당한 과세로 협동조합이 더 이상의 불이익을 받지 않도록 하기 위함이다.
Abstract
It is thrilled for cooperative to be supported by Tax-free and -reduction Regulations of Government. However, there is a lot of criticism from the perspective of cooperative policy. For example, the surplusⒶ realized through transaction with members of cooperative and profitsⒷ subject to tax are conceptually and theoretically different, but the government does not distinguish them, and regard surplus as profit and makes them taxable. This is due to a lack of understanding of cooperatives. Therefore, we would like to approach cooperative conceptually and theoretically to discuss the problems of Tax-exempt Regulations. This is to ensure that the current tax policy immediately knows the cooperative and that the cooperative is no longer disadvantaged by unreasonable taxation.
