최근 인적오류에 의한 철도사고가 지속적으로 발생하고 있다. 철도종사원의 건강증진과 인적오류 예방을 위해 신체검사와 건강검진, 적성검사 등을 시행하고 있으나, 업무 투입 직전의 신체상태 등이 연간 단위 검사주기로 시행되는 각종 검사와 시간적 차이가 있기 때문에 검사결과를 그대로 신뢰하기가 어려운 실정이다. 따라서 본 연구에서는 출근 후부터 업무투입 전에 시행하는 인적오류 예방을 위한 평가를 업무적합도 평가라 정의하고, 운전분야 종사원을 중심으로 평가대상 항목을 개발한다. 연구목적을 달성하기 위해 철도 운전분야 20년 이상 경력자 20명을 패널로 구성하고 3차에 걸친 델파이 기법을 적용하여 시행한다. 연구결과, 14개의 업무적합도 측정항목이 도출되었고, 도출된 항목은 측정설비 개발의 기초자료로 활용될 것으로 기대된다.
Abstract
Recently, railroad accidents caused by human errors continue to occur. Physical examinations, health examinations, and aptitude tests are conducted to promote the health of railroad employees and prevent human errors, but it is difficult to trust the test results as they are because there is a time difference from various tests conducted on an annual inspection cycle in physical condition immediately before work. Therefore, in this study, the evaluation for the prevention of human errors conducted after work and before work input is defined as work suitability evaluation, and the evaluation target items are developed centering on employees in the driving field. In order to achieve the research objectives, 20 people with more than 20 years of experience in the railroad driving field are organized as panels and implemented by applying the Delphi technique three times. As a result of the study, 14 work suitability measurement items were derived, and the derived items are expected to be used as basic data for the development of measurement facilities.
