中国公民政治参与制度化建设的历史 转变

中国建国以来公民政治参与的制度化建设发生了几次转变：从建 国初至十一届三中全会前, 这一时期初步建立了制度化的参与机制, 但在参与实践上逐渐走向非制度化；从十一届三中全会至今, 这一时 期逐步建立制度化的参与机制, 但在实践层面非制度性参与仍占很大 比重。未来要引导公民的政治参与机制走向制度化, 则应进一步构建 完善公民政治参与的制度化框架, 同时不断拓展制度建构的空间。
Abstract
Since the founding of China, the changes of institutionalization for Citizens' political participation occurred several times. The first stage is from beginning until The Third Plenary Session of the 11th Central Committee. The system of participation mechanism initially established of the period. But in practice it went to non-institutionalization gradually. The second stage is from The Third Plenary Session of the 11th Central Committee up to now. The system of participation mechanism gradually established. But in practice non-institutional participation still accounted for a large proportion. In the future, to guide the political participation mechanism of the citizens to institutionalization, the institutional framework of improving the citizens' political participation should be further constructed. At the same time, the space of system construction should be expanded.
