초록

O2O stands for a new technology connecting online demand and offline suppliers through the Internet network. O2O market is rapidly growing in a variety of fields such as taxi, accommodation, delivery, real estate, and human resource brokerage on this account. Despite of the importance of O2O technology, the legal system for promoting the market is still insufficient. In particular, as the O2O industry becomes more active, conflicts with existing suppliers are escalating. Furthermore, in the situation where the fourth industrial revolution technologies are continuously implemented, the confrontation between the offline business and the online business, and the examination of the regulatory suitability will continue. So this paper examined regulatory revisions and legislative measures to develop the O2O industry. There have been many discussions about regulation revisions on car sharing, but due to conflicting interests. Alternatives should be provided, such as allowing flexible time adjustment for commuting time or expanding call bus routes and adjusting fares from high-demand areas. Although the accommodation sharing business is active in the real world, it is now illegal because there are no laws to regulate it directly. Therefore, definition of the business should be made clear by integrating the laws concerning accommodation sharing. Delivery businesses linking O2O service such as food delivery are also being activated. Regulations such as operating permission should be eased for a certain period of time after company’s founding. Meanwhile, the real estate O2O service enhances consumer convenience and curbs collusion between real estate agents and house sellers. However, since the current law on certified real estate brokers strictly prohibits real estate brokerage activities other than those who have the license, it should be adjusted. Finally, human resources brokerage business is also unnecessarily regulated. Since the human resources broker O2O business provides the workforce through the application, placing advance payment limits, and location and personnel restrictions is an excessive restriction, and seems to be improved.
