수소에너지는 친환경 에너지원으로 많은 발전 가능성을 보여주고 있다. 수소연료전지는 수소와 산소의 산화, 환원 반응을 통해 발생하는 화학에너지를 전기에너지로 변환하는 전기화학적 장치이다. 우리 정부도 수소가 에너지 변화의 핵심축이 될 것으로 전망하였고, 여러 연구의 결과물들도 수소 사회로의 전환을 촉구하고 있다. 사실 자동차(FCEV)는 이미 상업화가 이루어졌고, 전세계적으로 기술의 표준화를 주도하기 위한 경쟁이 매우 치열한 분야가 되었다. 앞으로도 다양한 친환경 솔루션과 융합된 수소 경제의 파급효과는 상당할 것으로 전망된다. 현재로서는 수소가 미래 사회에서 에너지의 핵심요소가 될지는 확신할 수 없겠지만, 신성장 산업 육성과 안보 차원에서는 수소에너지를 중심으로 생산 설비, 유통, 부품, 배관망처럼 다양한 분야에서 수소시티, 수소경제를 목표로 하는 구조적 변화는 필요하다고 본다. 이에 본 연구에서는 수소연료전지차를 중심으로 지원책과 제도에 관하여 분석하고, 주요 법적 쟁점들을 논의해보고자 하였다.
Abstract
Hydrogen is showing the potential to be an Eco-Friendly energy source. The Korea government predicts it to be the core axis of energy change, and the results from several previous studies urge for the transition to a hydrogen society. A hydrogen fuel cell is an electrochemical device that converts chemical energy generated through oxidation/reduction reaction between hydrogen and oxygen into electrical energy. The field of automotive(FCEV) hydrogen fuel cell has seen successful commercialization and the ripple effect of the hydrogen economy combined with a variety of eco-friendly solutions will be substantial. The author predicts the likelihood of hydrogen becoming a key element of energy in future society to be uncertain. However, in terms of developing new growth industries, it is considered that Korea has the potential to become a technology leader in various fields such as hydrogen fuel cell vehicles, hydrogen production facilities, distribution, and parts. And this study analyzes the hydrogen economy and infrastructure, and in conclusion discusses the legal issues for a hydrogen society.
