해외 청소년성매매에 대한실효적인 대응방안

Abstract

Based on the critical mind on adolescent prostitution abroad, this paper will examine the contents of the Protection of Children and Adolescents Against Sexual Exploitation Act to especially search for a plan to improve the prostitution report reward system (Ⅱ). Next, it will discuss administrative restriction plan against some travel businesses that are committing unlawful act such as children & adolescent prostitution service and advertisement abroad, as well as establishment of joint penal provisions and employment restriction plan for related workers through current regulation & evaluation on the Tourism Promotion Act (Ⅲ). Lastly, it will review the significance and content of passport issue restriction system regarding the 'persons notified by diplomatic offices or related administrative agencies of a fact concerning significantly damaging national dignity through illegal act abroad' according to Article 12 of the Passport Act, as the Foreign Office Minister can restrict the issue or reissue of their passport from the date of the fact for over 1 year and less than 3 years. In addition, it will examine the discussion that took place at the prostitution prevention measure implementation meeting on September 12, 2013 to designate the subject of passport issue restriction concerning 'persons notified after receiving suspension of prosecution or higher proceeding by domestic investigative agency from prostitution related crime'. Additionally, it will review the differentiation of passport issue restriction period and the starting point of reckoning of passport issue restriction period (Ⅳ), with conclusion of the discussion (Ⅴ).
