지역무역협정(RTA)을 법적 기반으로 하는 지역통합의 개념은, 이제 국제경제에 있어서 중심적인 문제가 되었다. FTA를 비롯한 지역무역협정의 체결은 최근 들어 계속 증가하는 추세에 있으며, WTO 회원국 대부분이 최소 1개 이상의 지역무역협정의 당사국으로 되어 있다. 동북아시아 3국의 지역무역협정에 대한 정책은 각기 다른 특색을 나타내고 있다. 중국은 WTO 가입 이후 국제경제의 전면에 드러나면서, 적극적으로 지역무역협정을 체결하기 위해 노력하고 있다. 이것은 그 동안 미국이 주도하던 세계무역질서에 새로운 강자로 군림하고자 중국이 취하려는 기본정책의 연장선에서 이해할 수 있다. 현재 중국은 ASEAN, 칠레, 파키스탄과 FTA를 체결하였고, 방콕협정과 APTA의 당사국이 되었다. 또한 홍콩과 마카오에 대한 특수관계에 따라 지역무역협정을 체결하였다. 일본은 동남아시아의 ASEAN 회원국들과 개별적으로 EPA라는 지역무역협정을 체결해 왔으며, 최근에는 ASEAN 전체와 지역무역협정 논의를 전개하고 있다. 이밖에 미주지역 거점국가인 멕시코, 칠레와 EPA를 체결하여 대상국을 다양화하고 있다. 일본 지역무역협정의 목적은, 중국과 경쟁상태에 놓인 동남아시아에서 기존의 주도권을 유지하고 경제적 이익을 확보하려는 것이다. 특히 중국과 일본의 지역무역협정은 협정의 주요대상이 공통적으로 개발도상국인 것이 특징이다. 한국은 중국 또는 일본에 비해서 보다 적극적인 지역무역협정 체결정책을 취하고 있다. 한국은 칠레, EFTA, 싱가포르, ASEAN과의 FTA 체결 이후, 미국과 EU 등 선진국 또는 거대경제권과의 지역무역협정을 체결하거나 협상을 진행중이다. 따라서 한국의 지역무역협정은 경제적인 이유에 따라 체결되는 색채가 강하다. 최근 동북아시아 3국 사이의 FTA 논의가 이루어지고 있다. 경제적 필요성에 비하여 아직은 선결문제가 있으나, 한중일 3국의 공통적인 관심과 가능성이 큰 것이 사실이다. 그리고 이러한 형태의 FTA는 가능한 한 빠른 시일 내에 실현되는 것이 3국의 공동이익에 부합한다고 본다
