Abstract

This study is to try to conceptualize public organization failure as a clear definition. For it, various theoretical discussions through literature review are synthesized by focusing on approaches for understanding organization failure, characteristics of public organization, various causes of the public organization failure, and comparison with the corporate organization. And then, this study has proposed the research subjects to overcome the public organization failure. This study suggests the type of organization decline as the concept of public organization failure among varied types of organization failure, and the concept of public organization failure as expressed like "a declined but not dead state in which organization does not achieve its goals and purposes any longer due to the various reasons existing inside and outside public organizations". In the end, this study also suggests psychological capital, psychological ownership, the psychological empowerment, authentic leadership and appreciative inquiry related to the psychological strengths and capabilities in order to overcome the organization decline as public organization failure.
