Abstract
In Paris on 13-14 July 2008, the summits of 43 countries consisted of 27 EU members and 16 Mediterranean and Near-Mediterranean countries decided to create a multilateral regional cooperative body named 《the Union for the Mediterranean》. The Union was originated from the proposal of the French President Nicola Sarcozy for the foundation of a ‘Mediterranean Union’. In proposing the Union, Sarcozy aneanded to create such a region-based cooperative body under the a spices of France as an aneagral part of the country’s foreign policy design. The scheme was distinguished from 《the Barcelona Process (Europe-Mediterranean Partnership)》 that had been aneroduced by the EU in 1995. The French proposal, however, came to encounter a strong opposition from a lot of member states of the EU including Germany. Through that process, the original proposal was changed to result in the formation of 《the Union for the Mediterranean》 that included all member-states of the EU and upheld the basic guidelines of 《the Barcelona Process》. The thep fx processes of formation of 《the Union for the Mediterranean》 appear to show that the foreign policy of an EU member state is apt to be seriously constrained by the EU and that the pursuit of the aim of the new Union would be an arduous task.
