이 글은 미래워크숍 방법을 적용하여 시민교육․간문화교육의 활성화․제도화방안을 탐색하는 데 주된 목적을 두고, 독일의 적용사례를 소개하였으며, 이어서 한국의 시민교육․간문화교육 발전방안을 모색하는 시도를 수행하였다. 이상의 논의를 바탕으로 할 때, 본고에서 강조하고자 하는 사항은 다음과 같이 몇 가지 명제로 정식화하여 제시할 수 있다. 첫째, 미래워크숍 방법을 시민교육의 발전방안 탐색에 적용한 독일의 두 가지 사례(일상지향 시민교육, 성인대상 시민교육)에 비추어 볼 때, 필요한 수정을 가하여 한국의 시민교육․간문화교육을 위한 함의를 방법적 측면에서 찾아볼 수 있다. 둘째, 내용적 측면에서 도출할 수 있는 시사점으로는 예를 들어 시민의 일상생활에 대한 접근성 고려, 창의적인 방법과 조직, 다양한 학습장소와 학습활동의 가능성을 탐색해야 할 필요성 등을 들 수 있다. 셋째, 미래워크숍을 적용하여 한국 시민교육․간문화교육의 활성화․제도화방안을 탐색하는 맥락에서 특히 시민교육의 제도적 미비문제를 해결할 수 방안에 대해 주의를 기울일 필요가 있다. 넷째, 다문화사회에 대처하기 위한 대안으로서 간문화주의의 제도적 착근을 위한 매개변수로서 시민교육으로서의 간문화교육과 다양성관리가 중요한 의제로 거론되고 있다는 점에 유의해야 한다. 이 맥락에서 또한 시민교육과 간문화교육의 교차점 혹은 상호관계도 역시 명료화할 필요가 있다.
Abstract
The purpose of this paper is to share the results of a study that focused on the strategies for activating and institutionalizing civic/intercultural education based on the application of future workshop method. In order to arrive at such an aim, this study deals with the following themes: theoretical background focused on the key words (future workshop, civic and intercultural education), two cases (i. e. everyday-oriented and adult civic education) in Germany regarding the attempts to develop civic education applying the method of future workshop, and the implications of German cases for an attempt to develop the strategies for activating and institutionalizing civic/intercultural education in Korea by applying future workshop method. The bottom line of this paper can be formulated as follows: We are able to derive some appropriate and relevant implications or clues from the German cases, mutatis mutandis, under the methodological and substantial (content-related) aspects, for developing strategies to activate and institutionalize civic/intercultural education by applying future workshop method. In this regard, for example, methodological relevance, importance of everyday-oriented approach to interconnect everyday life world and political system, possibilities of creative methods/organizations and diverse learning places/activities, and, last but not least, the demand for addressing the problem of deficit regarding the institutionalization of civic/intercultural education. In this context we have to pay attention also to the parameters of civic/intercultural education and diversity management to let interculturalism as an alternative to multiculturalism strike root.
