기능주의적 한중관계 접근에 대한 비판적 소고 : ‘문화’를 중심으로

21세기 중국의 급속한 부상과 함께 제기되었던 국제사회의 우려의 목소리는 미 중 경쟁의 심화 속에서 중국에 대한 반감으로 발전했다. 국내에서도 지역 내 강대국인 중국의 부상에 대한 우려가 글로벌 반중여론과 상호작용하며 더욱 심화되었다. 1992년 수교 당시 한중은 경제협력이나 안보증진 등 실익 이외에도 동아시아 지역문화의 유사성에 힘입어 양국 간에 우호적 관계가 형성될 것을 기대했다. 실익의 측면에서 한중 관계가 많은 성과를 거두었음에도 불구하고 비우호 정서가 증가한다면, 관계 증진의 세 번째 유인으로 거론되었던 문화적 유사성에 주목할 필요가 있다. 그간 연구자들과 한중 관계를 다루는 행정가들은 문화적 유사성이 국가 간 우호적 관계의 토대라는 가정 하에 교류와 협력의 확대를 추진해왔다. 그러나 냉전 종식 이후 일부 국가 간에는 정체성과 인식에 의한 갈등의 정도가 군사나 정치와 같은 전통적 요인에 의한 분쟁 가능성보다 높아지는 현상도 나타나고 있다. 그 배경에는 이데올로기가 확고하게 점거하던 자리를 대체한 각 국가의 정체성과 문화·이익 인식에 근거한 민족주의가 있다. 한중 간의 관계 악화와 혐오는 문화가 갈등을 촉발하는 대표적인 사례이다. 한중 간에는 분명 인접한 공간에서 오랜 시간을 이웃하며 형성된 문화적 유사성이 존재한다. 그러나 동시에 근대의 역사적 경험을 거치며 타자를 인식할 때 관계보다 차이를 부각시키는 현상도 나타난다. 이러한 특수성을 간과하고 한중을 동일한 동아시아 유교 문화 지역으로 상정해 이벤트성 교류를 통해 인식 개선을 모색하는 정책은 효과를 기대하기 어렵다.
Abstract
The rapid rise of China in the 21st century has been accompanied by growing concerns in the international community. These concerns have evolved into increased apprehension towards China amidst the deepening competition with the United States. Within China itself, worries about the ascension of the regional powerhouse have interacted with global anti-China sentiment, further intensifying the apprehensions. Back in 1992 when diplomatic relations were established between Korea and China, there were expectations of a friendly relationship between the two countries, not only based on economic cooperation and security enhancement but also on the cultural similarities in the East Asian region. Despite the substantial achievements in the economic aspect of their relationship, the growing negative sentiments necessitate attention to the third incentive for improving the relationship, namely, cultural similarities. Thus far, scholars and policy makers dealing with Korea-China relations have promoted cultural similarity as the foundation for promoting exchanges and cooperation, assuming that it underlies amicable relations between nations. This study aims to explore the structured issues inherent in the conflicts between South Korea and China and highlights the impact of cultural variables as the causes of bilateral amity or conflict to identify implications for these issues.
