본 연구는 경제·인문사회연구회 소속 국책연구기관의 연구 성과를 제고하기 위한 평가체계 개선방안을 모색하는 것을 목적으로 한다. 이를 위해 선행연구 검토, 해외동향조사, 이해관계자 대상 델파이조사를 시행하였다. 분석 결과, 경제·인문사회분야 국책연구기관의 연구 성과 제고를 위해서는 연구기관의 자율성 및 독립성을 기반으로 한 평가방식의 개선과 더불어, 중장기적 사회 파급효과와 정책적 영향력을 지닌 연구 성과 도출을 위한 평가주기의 확장이 가장 시급한 것으로 나타났다. 위 분석 결과를 토대로 본 연구는 경제·인문사회분야 국책연구기관의 연구 성과 제고를 위해 개별 연구기관의 성장단계, 임무, 기타 특성 등을 고려한 3년 주기의 임무중심 맞춤형 평가체계를 새롭게 제안하였다. 이를 통해 경제·인문사회분야 국책연구기관의 성장과 더불어 연구기관의 우수한 연구 성과를 통한 국가정책의 발전과 사회문제 해결을 기대할 수 있을 것이다.
Abstract
The purpose of this study is to explore ways to improve the evaluation system to enhance the research performance of national research institutes in the economics, humanities, and social science sector. According to the analysis on literature review and Delphi surveys with stakeholders of research institutes, it is most urgent to expand the evaluation cycle to derive research performance with mid- to long-term social ripple effects and policy influence, along with the improvement of evaluation methods based on the autonomy and independence of research institutes. Based on the above analysis results, this study proposed a task-oriented customized evaluation system for the three-year cycle considering the growth stage, mission, and other characteristics of individual research institute in order to enhance the research performance of research institutes in the economics, humanities, and social science sectors. Through this, it can expect the development of national policies and the resolution of social problems through the excellent research achievements of research institutes along with the growth of research institutes and their research performance.
