Abstract
This paper examines the current account surplus of Germany in the context of the internal imbalances in Euro Area at post-crisis period. Since the crisis, Southern European countries have completely reduced their deficit in current accounts, while German surplus reached at record level. This salient development of German surplus has been criticized, not only by US Government and IMF, but also by insiders in the EU, notably the European Commission. Focusing on the trade balance in goods, this paper examines three research topics. First, it reviews the development of Germany’s current account balance vis-à-vis its main partners over long period, regrouping them into several categories according to their status. Second, it investigates how the production cost, proxied by real effective exchange rate (REER) and the nominal exchange rate affect German trade balance. Third, the trade balance of Germany is decomposed into two parts, one explained by structural factors and the other by other cyclical factors. Germany’s trade balance has been mostly affected by the business cycles of its trade partners and the exchange rate of euro. First, German surplus has been increasing in trade with non Euro area countries, including US. Its surplus with Euro area has been considerably declined. Second, German REER has been relatively stable, while REERs of Southern European countries have considerably fallen. Third, weak euro has contributed to the increase in German surplus since the late 2014. During this period, German export to non EU countries, notably US considerably increased. Lastly, the cyclical factors have exerted a positive influence on german surplus vis-à-vis non-EU countries at post crisis period, while they affected negatively German surplus vis-à-vis EU countries. To sum up, it is hardly to conclude that increasing German surplus deepened the internal imbalance in Euro area at post-crisis period. Increasing the domestic demand in Germany is expected to make positive spillover effect into other neighbors in Euro area. The criticisms on German surplus are based on this anticipation, rather than concerns on the internal imbalance that Euro area experienced before the crisis.
