유럽 혁신클러스터의 성공 요인에 관한 연구 : 프랑스 사례를 중심으로

본 연구는 프랑스의 소피아 앙티폴리스의 사례 분석을 통해 한국의혁신 클러스터가 향후 지향해야 되는 방향을 알아보고자 수행되었다. 한국에 혁신클러스터가 도입된 지 오랜 시간이 지났지만 여전히형식적으로 사업이 수행되는 경우가 종종 나타나고 있다. 이러한 문제는혁신클러스터를 여전히 산업클러스터라고 생각하는 점에서 시작된다고볼 수 있다. 이러한 문제 해결을 위해 소피아 앙티폴리스 사례를 통해알아보고자 한다. 소피아 앙티폴리스는 1974년 조성이 시작된 프랑스 최초의 테크노폴로서과학기술 개발과 산업 육성을 위한 대표적인 클러스터이다. 이후2005년 경쟁거점의 역할을 함께 수행하게 되면서 프랑스에서 가장오래되고 다양한 지역혁신정책의 적용을 받는 클러스터로 거듭하게된다. 소피아 앙티폴리스의 성공 요인은 ① 중앙정부 및 지방정부의 적극적인 지원, ② 우수한 정주 환경 및 인프라 조성, ③ 클러스터 지원 조직, ④ 혁신기관 중심 네트워크 구축으로 볼 수 있다. 이러한 결과로 볼때 국내 혁신클러스터에 주는 시사점은 ① 혁신기관 중심의 네트워크활성화 방안 마련, ② 일자리 창출 방안 마련이 필요하다고 여겨진다.
Abstract
This study was conducted to find out the future direction of the innovation cluster in Korea through the case analysis of Sophia Antipolis in France. Although it has been a long time since the introduction of the innovation cluster in Korea, there are still cases where the business is carried out formally. This problem can be seen as starting from the point of thinking that the innovation cluster is still an industrial cluster. To solve this problem, I would like to look into the case of Sophia Antipolis. Sophia Antipolis is the first technopole in France, started in 1974, and is a representative cluster for science and technology development and industry promotion. After that, in 2005, as it played the role of a pôle de compétitivité, it became the oldest and most diverse cluster of regional innovation policies in France. The success factors of Sophia Antipolis can be seen as ① active support from central and local governments, ② creation of excellent settlement environment and infrastructure, ③ cluster support organization, and ④ establishment of networks centered on innovation institutions. From these results, the implications for domestic innovation clusters are: ① a plan to revitalize networks centered on innovation institutions, and ② a plan to create jobs.
