창조인재의 지역착근을 위한 어메니티 연구: 혁신도시로 이전한 공공기관 재직자를 중심으로

초록

본 연구는 국가균형발전계획으로 인해 수도권에서 지방의 혁신도시로 이전한 공공기관 소속 창조인재들의 지역착근을 개선하기 위해 그들의 어메니티 인식을 중요도와 만족도 측면에서 조사하였다. 이를 도시유형, 이주유형, 가족유형별 집단으로 분류하여 집단 간 차이를 비교분석하고 IPA(Importance-Performance Analysis)를 시행하여 창조인재의 지역착근을 개선하기 위한 어메니티 전략의 우선순위를 도출하였다. 분석결과, 첫째, 창조인재가 속한 도시유형이 광역시인가, 비광역시인가에 따라 모든 측면에서 차이가 나타났다. 그러나 전반적으로 만족도 수준이 매우 낮아 수용하기 어려운 수준이었으며, 이러한 특징은 비광역시에서 더욱 두드러져 어메니티 개선이 시급한 것으로 나타났다. 둘째, 동일한 도시유형 내에서도 창조인재의 이주유형과 가족유형에 따라 어메니티 중요도･만족도에서 차이가 나타났다. 이는 창조인재가 처한 상황과 특성이 그들의 어메니티 인식과 상당한 관련성이 있을 수 있음을 의미한다. 광역시로 동반이주한 경우가 비동반이주한 집단보다 모든 측면에서 더 만족하고 있어, 이는 광역시가 가족 동반이주한 창조인재들의 어메니티 수요를 상대적으로 잘 반영하고 있으나 비동반이주 집단의 경우 불충분한 어메니티를 경험하고 있음을 시사한다. 또한 광역시에서 청소년 자녀가 있는 집단 역시 동반이주한 경우와 유사하게 나타났다. 셋째, 도시유형별 IPA에 따른 우선시정영역으로 광역시에서는 보건의료･문화소비･정주환경 어메니티, 비광역시에서는 보건의료･문화소비･정주환경･자녀교육 어메니티인 것으로 나타나 시급한 개선이 촉구된다. 본 연구는 분석결과에 따라 정책과 수요의 미스매치를 지적하고 정책적 고려사항을 제시함으로써 실천적 함의를 가진다.

Abstract

This study examined amenity awareness in terms of importance and satisfaction in order to improve the localization of creative professionals affiliated with public institutions that moved from the metropolitan area to the local innovative city due to the balanced national development plan. By classifying them into urban, migrant, and family groups, we conducted a comparative analysis of differences between groups and conducted IPA (Importance-Performance Analysis) to prioritize the amenity strategy to improve the localization of creative talents. As a result of the analysis, first, the urban type belonging to the creative talent differed in all aspects depending on whether it was a metropolitan city or a non-metropolitan city. However, overall satisfaction level was very low and it was difficult to accommodate, and this characteristic was more prominent in non-metropolitan cities, and it was urgent to improve the amenity. Second, even within the same urban type, there was a difference in the importance and satisfaction of the amenity according to the type of migration and family type of creative talent. This means that the situation and characteristics of the creative talent may have a significant relationship with their amenity awareness. The case of accompanying a metropolitan city is more satisfying in all respects than the non-resident group, suggesting that the metropolitan city is relatively well reflecting the amenity demand of the creative talents who have moved with the family, but experiencing insufficient amenity in the non-resident group. In addition, groups with youth children in metropolitan cities were similar to those with accompanying migrants. Third, it is urgent to improve the city by being a priority municipal area according to IPA by city type. It is a health care, culture consumption, settlement environment, child education amenity in metropolitan city, and non-metropolitan city. This study has practical implications by pointing out the mismatch between policy and demand according to the analysis results and presenting policy considerations.
