기후 위기와 금융안정 사이에는 직접적 관련이 없는 것으로 여겨진다. 그러나 기업으로서는 기후 위기 대응을 위한 여러 비용을 지불해야 한다. 게다가 이 과정에서 금융리스크가 발생해 금융시스템 전체로 위기가 전이될 가능성도 있다. 본 연구는 향후 기후 위기가 빈번하게 발생하는 것에 비례해 기업발 금융리스크가 높아질 가능성이 있다는 문제의식에서 출발한다. 이를 근거로 본 연구는 기후 변화와 금융안정을 관리해야 하는 ECB의 역할을 살펴본 후, 기후 변화로 인해 중앙은행의 확장된 역할을 시도하는 ECB의 활동을 신(新)사회계약(New Social Contract)의 입장에서 해석해 보고자 한다. 이러한 작업이 필요한 이유는 다음과 같다. 첫째, 기후 위기와 금융안정 사이의 관계가 잦은 기상 이변으로 인해 앞으로도 계속 문제가 될 것이다. 둘째, 금융안정에 대한 최종적 책임과 책무는 결과적으로 최종 대부자(lender of last resort)의 역할을 하게 되는 각국 중앙은행에 귀속될 가능성이 높다. 셋째, 최근 중앙은행의 역할이 단순히 물가 및 금융안정에만 한정되지 않고, 사회적 후생 및 기후 변화와 관련한 금융 위험의 대응까지 확대되고 있다는 점을 고려할 때, 이에 대한 전향적 입장을 가지고 있는 ECB를 살펴볼 필요가 있다. 이러한 ECB의 선도적 입장은 중앙은행의 기존이 확대되고 변화하고 있다는 점을 암시하고 있다. 따라서 본 연구는 결론을 대신하여 신사회계약의 측면에서 ECB의 역할에 대해서 시론적 제안을 하고자 한다.
Abstract
There is not believed to be a direct link between the climate crisis and financial stability. However, companies will have to pay for many of the costs of responding to the climate crisis. In doing so, they may incur financial risk, which could lead to crisis contagion throughout the financial system. This study is motivated by the question of whether corporate financial risk is likely to increase in proportion to the frequency of climate crises in the future. On this basis, this paper examines the ECB's role in managing climate change and financial stability, and attempts to interpret the ECB's activities in the context of the New Social Contract as it attempts to fulfill its expanded role as a central bank due to climate change. This is necessary for several reasons. First, the relationship between the climate crisis and financial stability will continue to be an issue in the future due to frequent extreme weather events. Second, the ultimate responsibility and accountability for financial stability is likely to fall to national central banks, which will eventually play the role of lender of last resort. Third, given that the role of central banks has recently expanded beyond just price and financial stability to include social well-being and addressing financial risks related to climate change, it is worth noting the ECB's forward-thinking stance. The ECB's leading stance suggests that the central bank's mandate is expanding and changing. In lieu of conclusions, we therefore offer a theoretical proposal for the ECB's role in a New Social Contract.
