Abstract
Tracing the history of the epidemic, we can find historical phenomena in which hatred towards ‘Others’ and discriminatory perceptions simultaneously occurred and spread. In the context of the pandemic, anxiety and fear of infectious diseases are extended to prejudice, stigmatization, or marginalization against vulnerable groups. As ‘history repeats itself’, the correlation between the pandemic and hatred is being found even in the era of COVID-19, and issues of human rights and social justice related to ‘pandemic hatred’ are being raised in many societies. This not only leads to harmful consequences for certain individuals or groups, but also has a significant impact on the legal regulation preventing and controlling infectious diseases. Therefore, the law should not be ignorant of this correlation, and should devise active ways to prevent ‘a pandemic of hate’ that can appear throughout society. From this point of view, this article provides an interdisciplinary research that comprehensively considers discussions in history, philosophy, and social psychology on the epistemological motives or drivers of pandemic hatred. This article first attempts to derive and describe the historical scenes in which hate was sparked during the pandemic as follows: i) the Epidemic enchantment and social stigma found in the 14th-century European society during the black death; ii) an ethnocentric perspective on cholera in the 19th-century colonial era; iii) stigma associated with HIV/AIDS and political rhetoric in the 20th-century. Furthermore, the article discusses and analyses the drivers of pandemic hatred on several dimensions as follows: i) the moralization of diseases and moral condemnation of the infected; ii) ‘viruses as Others’ and xenophobia; iii) the politicization of the epidemic and the potential hatred towards socially vulnerable groups, and then applies the discussion to the recent COVID-19 situations. Moreover, the article further explains the correlation between pandemic and hate by accepting the concepts of ‘disaster resilience’ and ‘disaster vulnerability’ to suggest that the pandemic crisis may provide a positive opportunity for social integration in the post-pandemic society.
