Abstract

Radio spectrum resources are regarded as essential means for information and communication technology based services and also the efficient use of scarce spectrum is very important since wireless communication has been grown rapidly and various wireless services such as DMB and WiBro. A principal statutory responsibility of the government is to maintain authority and control over spectrum in order to ensure that spectrum is utilized for the benefit of the nation's citizen and in a manner that serves the national defense and promotes the safety of life and property. In resent years, this function has taken on increasing urgency and difficulty as technological, economic, and legal developments have increased both the demand for spectrum and the amount of usable spectrum within the nation. We therefore believe that in most cases, the government can best promote the public interest by relying on competitive market forces, and by implementing allocation, assignment, usage, and other policies that permit market forces to operate most effectively. Therefore, market-based spectrum policy considering the efficient allocation of spectrum, competition and new spectrum band plan is required to produce high value-added or extend customer's benefit. In this paper, we propose some policy issues in spectrum management and suggest a series of principles and ideas that we believe should inform the government's future decisions regarding spectrum policy. We suggest the government should continue and expand on the initiatives it has already taken to adopt spectrum policies that promote competition, allow maximum flexibility, encourage technical efficiency, promote innovation, facilitate seamless networks, and maximize the amount of spectrum available of use.
