중국 농촌 가계의 소비 불평등 분석

초록

본 논문은 2002년, 2007년, 2013년 CHIP 미시 자료를 이용하여 중국 농촌 가계의 소비 불평등에 대해 분석하였다. 총소비지출과 소비지출 항목별 십분위지수(P90 / P10, P90 / P50, P10 / P50), 변이계수(coefficient of variation, CV), 지니계수(Gini coefficient)를 통해 소비불평등 추이를 알아보고, 지니계수 분해(Decomposition of the Gini coefficient) 방법으로 소비구조의 각 소비 항목들이 총소비 불평등에 미치는 영향을 분석하였다. 2000년대 이후 농촌 가계의 소비 불평등 정도는 2002년 0.370에서 2007년 0.277로 감소하였으나 2013년 0.307로 다소 증가하였다. 전반적인 감소 추세에도 불구하고 교육과 의료보건 분야의 지출 격차가 크고 소비 불평등 정도가 높은 것으로 나타났다. 특히 교육비 지출의 P90/P10 비율은 2002년 27배에서 2007년 99배로 증가한 후 2013년 73배로 다소 감소하였으나 여전히 높은 수준이며, 지니계수는 감소추세이지만 교육비 지출이 늘어날수록 소비 불평등 정도가 확대될 것이라는 한계효과를 나타냈다. 또한, 중국의 농촌 가계는 의료보건 지출 분야의 계층 간 격차가 크고 불평등 지수 또한 높았으나 지니계수 분해 결과 총 소비 불평등 기여도가 점차 감소하는 추세를 나타내며, 낮은 상관계수를 보여 의료비 지출이 총소비와의 관련 정도가 낮은 것으로 나타났다. 중국 정부의 주민 의료보험과 교육제도의 개혁 및 정책적 지원은 소비 불평등 해소에 기여하게 될 것이다.

Abstract

This study uses CHIP data from 2002, 2007, 2013 and measures consumption inequality in rural China by using ratios of household consumption by percentiles(P90/P10，P90/P50 and P10/P50), Coefficient of Variance(CV) and Gini Coefficient. It also examines how marginal changes in expenditures for particular components can affect overall inequality by using decomposition of the Gini coefficient. Overall inequality measured by Gini coefficient decreased from 0.370 in 2002 to 0.277 in 2007, but it increased to 0.307 in 2013. It’s shown that in spite of a decreasing trend, inequality level remains large in the expenditures for education and healthcare. The P90/P10 ratio and in education increased from 27 in 2002 to 99 in 2007 and decreased to 73 in 2013 and the increases in education expenditure would increase overall inequality(Gini). The share of healthcare in overall consumption decreased and the Gini correlation between healthcare and total consumption is low. Thus, this study concludes that improvement of the public health and education system could lower consumption inequality.
