한국의 유통산업 규제정책 효과에 관한 연구

국내 유통산업 규제는 주로 대형유통업체와 SSM의 영업시간 제한, 의무휴무 지정, 출점 제한 등의 규제가 주를 이루고 있다. 지금까지의 유통산업 규제정책 효과에 대한 연구가 이루어졌지만, 정부가 내놓은 규제 효과 분석 결과가 제각각이어서 이를 체계적으로 파악하였다. 이에 본 연구에서는 정부 및 지자체의 유통산업 규제정책이 이해관계자에게 어떠한 영향을 미치는지 관련 연구자의 선행연구 분석을 통해 규제정책 효과를 분석하였다. 효과 분석은 유통기업의 효율성, 소비자 후생, 국가 사회․경제적 영향의 3가지 측면으로 구분하였다. 본 연구는 중소유통업과 재래상권 보호를 목적으로 한 대규모점포의 진입 및 영업 규제가 대폭 강화되고 있는 시점에서 논의했다는 점은 정부･지자체에게 시의 적절하다고 생각한다. 이를 보완하기 위해 산․학 유통분야 전문가의 질적자료가 반영되고 타당성있는 새로운 연구방법을 이용한다면 심도 있는 연구 결과를 도출할 수 있을 것으로 기대한다.
Abstract
Regulations in the domestic distribution industry mainly focus on regulations such as restrictions on business hours, designation of mandatory holidays, and restrictions on branch offices of large retailers and SSMs. Until now, studies have been conducted on the effects of the distribution industry regulatory policy, but the results of the analysis of the regulatory effects released by the government are different, so they were systematically identified. Therefore, in this study, the effect of the regulatory policy was analyzed through the analysis of previous studies by related researchers on how the distribution industry regulatory policies of the government and local governments affect stakeholders. The effect analysis was divided into three aspects: efficiency of the distribution company, consumer welfare, and national socio-economic impact.I think it is timely for the government and local governments that this study discussed the fact that large-scale store entry and business regulations aimed at protecting small and medium-sized distribution businesses and traditional commercial areas are being greatly strengthened. To compensate for this, it is expected that in-depth research results can be drawn by reflecting qualitative data from experts in the industry and academic distribution fields and using valid new research methods.
