Abstract
· Research Topic: This study examines the structural conditions of policy implementation and the meaning-making processes of frontline workers in the Food Donation Project. · Research Background: Despite the project’s expansion as Korea’s largest food-sharing system, practitioners still confront heavy workloads, limited staffing, unstable employment, and persistent gaps between institutional guidelines and field realities. · Differences from Prior Research: Whereas previous studies emphasized policy evaluation and operational efficiency, this study centers practitioners’ voices to reveal the institution–field gap and micro-level experiences. · Research Method: Semi-structured in-depth interviews were conducted with practitioners in Jeonbuk Province, followed by qualitative analysis using inductive categorization. · Research Results: Practitioners worked under structural and administrative constraints yet developed coping strategies and reinterpreted their work as aligned with social welfare values, shaping their professional identity. · Contributions and Expected Effects: The study conceptualizes the Food Donation Project as a “field laboratory” where institutional norms meet frontline practice, highlighting the academic importance of practitioner experience and suggesting policy improvements in working conditions and participatory governance.
